The measure, Proposition 50, received approval by voters Tuesday night, representing a clear win for the Democratic side. The plan grants on a temporary basis the power to draw congressional districts to the California legislature, allowing it to approve maps that are expected to assist the Democratic party pick up five seats in the House of Representatives.
