Nineteen of Medvedev's 21 victories have been achieved on hard courts
A comeback Daniil Medvedev won his initial championship for nearly 30 months with a win over Frenchman Moutet in the tournament championship match.
Medvedev, a former top-ranked player, has endured a torrid period, achieving just a single victory at the major tournaments and experiencing a setback at the New York tournament.
Medvedev's unpredictability on the ATP Tour - and difficulties with his service game in especial - resulted in him dropping out of the elite rankings and eventually separating with former mentor his previous coach.
Now training with his coach and his other coach, the tennis star has consistently improved in the past month - climaxing in a tightly fought 7-5 4-6 6-3 win over opponent Corentin Moutet.
This marks his first trophy since the Rome competition and first on a hard surface after that period of the previous year.
Success also means Medvedev has secured twenty-one championships at 21 different competitions.
"For the first time I'm at a tournament with my children at once, so to secure a trophy is really nice," said ranked player the champion.
"This victory is in dedication of my younger daughter Victoria, because the maiden victory I won when my older daughter her name was delivered was for her."
Medvedev, the former major winner, had been defeated in his past six finals, including in the German tournament earlier this year.
His counter-punching strategy and frequent reactions on the playing surface had prompted observers to question if his skill to compete at the highest level was concluded.
However the player has made changes in the past month, attempting to approach the net and perform assertively, reinforced by an better service.
Medvedev recovered from a deficit in the opening set against the challenging Moutet, securing 4 of the final five games to go ahead.
Both players swapped breaks in the middle set before Moutet, bidding for his maiden professional victory, seized the initiative to create a decider.
Moutet rescued 4 early-game break points in a tight third set before the champion secured a break to that score to serve for the match.
Fittingly, Medvedev clinched the title with a shot at the net area, with Moutet incapable to handle a volley after over two and a half hours.
